Answer To Question 1:
The decision is made on a case by case basis with the support of the appropriate clinical lead(s).

Can you provide details on the procurement process for selecting third-party providers for insourcing and outsourcing projects?
 
Answer To Question 2:
All processes are aligned with PCR2015 and the Trust's Standing Financial Instructions. Details may vary depending on the requirement and its urgency. Insourcing is typically a Direct Award or Mini-competition via a Framework as per the ¾¨Ó㴫ý England Guidance.

What internal governance or oversight processes are in place to monitor the decision-making behind insourcing and outsourcing initiatives?
 
Answer To Question 3:
Procurement utilises the Trust's Standing Financial Instructions ("SFI's") in order to support the Trust's decision-making process behind these initiatives.

Two direct awards for Insourcing have been made within this date range.

The Trust currently has plans to decrease.

What long-term strategy does the Trust have in place regarding the use of external providers for medical services?
 
Answer To Question 9:
The Trust currently, and will continue to, make use of external providers of medical services, in line with national guidance and policy, where it drives best value for the taxpayer and the best care for our population.

Can you provide the names of the third-party providers involved in insourcing and outsourcing projects between October 2023 to October 2024.
 
Answer To Question 10:
Insourcing - Xyla, ID Medical, Medicare & 18 Weeks
 
Question Number 11:
How have insourcing and outsourcing projects impacted patient waiting times in the specialty areas you have previously mentioned?
 
Answer To Question 11:
Dermatology: Insourcing has improved average wait to first outpatient appointment.

Pathology: Outsourcing has provided better patient waiting times than if we had not outsourced.

Radiology: The only one that impacts waits for patient appointments is Medicare who delivered 4962 scans in 2023-24 which equates to 1240.5 hours based on 15 minute scan appointments.

Medicine - Cardiac MRI is also part of DM01, and outsourcing to Nuffield has now brought our wait time down to 7 weeks, eliminating a large proportion of our long waiters. Prior to this wait time was approximately 6m.
